Contingent Labor Program Manager

Purpose: The Contingent Labor Program Manager is responsible for the overall management of the enterprise contingent workforce program including resource management, supplier management, worker on-boarding /off-boarding, supplier performance, rate negotiations, and vendor relationship management for all facets of the contingent workforce supply chain and related resource utilization.  Identify, develop and maintain strategic relationships with suppliers using strategic sourcing best practices that meet established service and performance standards. Accountable for supplier agreements and developing contingency plans to ensure critical supply needs are met. REQUIRED EXPERIENCE/KNOWLEDGE/SKILLS Bachelor’s degree in Supply Chain, Business, Finance, or equivalent experience plus 5-7 years experience in managing a vendor on-site program, general management, or account management role in a general staffing company. Advanced knowledge of operations management and supply chain processes in a large organization. Basic knowledge of business law, employment law, contractual terms and conditions, and how to mitigate risk relative to contractual terms and employment law. Solid understanding of principles, practices, methods and procedures of personnel administration, compensation and benefits, staffing, employee relations, recruitment, and selection. Ability to make sound business judgments related to strategic supply philosophies and initiatives. Ability to synthesize and analyze data (financial or other) in order to draw conclusions and develop recommendations. Excellent interpersonal and negotiation skills with the ability to interact effectively with internal and external contacts. Excellent communication skills, listening and negotiation skills in order to articulate ideas and thoughts clearly through various means, including written and oral communications with all levels of the organization up to and including executive management. Strong project management skills to properly plan and execute projects. Proven organizational, analytical and planning skills in order to prioritize and balance multiple projects. Advanced knowledge of Microsoft Office applications including spreadsheet development Proven skills/ability to develop and deliver executive level presentations and reporting. Advanced knowledge of VMS (Vendor Management Systems) is preferred (specifically Beeline VMS). Demonstrated managerial and leadership skills – experience in building a team, motivating and coaching direct reports and managing performance. Experience in developing and monitoring budgets. Preferred: Proven experience managing a VMO (Vendor Management Office) or MSP (Managed Services Provider) is preferred. Principal Accountabilities: Under the general supervision of the Senior Director, Budget Sourcing & Assurance the incumbent’s accountabilities may include, but are not limited to, the following: External Labor Management & Strategy Develop and implement an overall sourcing strategy for Contingent Labor, focused on leveraging volume, knowledge and capability to achieve cost reduction, supplier consolidation, lead-time reduction, and supplier quality improvement. Perform cost/price analysis across the supply chain with a cost model of key strategic sources. Apply tools, techniques and processes to manage supplier performance. Collaboratively develop and use supplier scorecards to identify areas requiring improvements or corrective action. Solicit material quotations and lead negotiation on agreements, contracts, and blanket orders with contingent suppliers to achieve quality, price, and service objectives. Plan and execute a successful negotiation strategy. Respond to questions from vendors and internal business units related to the request for information and/or proposal, and requisition process. Develops and maintains vendor scorecards to provide feedback to vendors on a regular basis on their performance at CareFirst. Ensure the standard process for request for information, requests for proposals, and contract documentation are being followed by the business units and work with purchasing to ensure policy is adhered to. Regularly analyzing what’s going on in the external labor management industry and labor market to keep abreast of trends and best practices. Supply Chain Management Manage increases and decreases effectively implement and renegotiate contracts and rates where necessary. Support business units in the areas of resolving quality issues, assisting in supplier delivery problems, and ensuring that suppliers meet all program schedules as a result of source selection. Maintain current knowledge of market conditions that affect overall cost, lead time, and availability of products. Manage the regular sourcing of Contingent Workers thru corporate approved processes and technologies to ensure delivery timeframes are met within corporate policy and industry best practices. Guide the selection, development, and management of contingent suppliers to meet product cost and performance goals. Partners with suppliers to build capabilities to meet expanding needs of the business. Responsible for the on-boarding and off-boarding of resources.  Partners with Human Resource to address situations involving HR Policies, and/or sensitive associate relations matters, particularly when actions of CareFirst management and/or contractors may violate employment law. Communications, Policy & Compliance Applies change management tools and best practices to ensure the realization of business benefits for key initiatives. Maintain corporate standards and policies to ensure accountability and payment processing for all contingent workers, ensure timely contractual obligated payment processing occurs Ensure industry best practices are applied for the remediation of risk when engaging contingent workers Ensure effective communications and training are available to appropriate consumers, internal business partners, and suppliers/vendors Meets regularly with vendors to provide feedback on performance and ranking among peer vendors; shares vendor scorecard & feedback on performance; solicits vendor/SSP feedback Develops and maintains reporting and analysis including dashboard of key metrics Supervisory or Other Responsibilities Excellent leadership skills and the ability to manage direct employees, matrixed teams, and consulting resources to achieve departmental goals.  Evaluates performance of each direct report, generates development plans and sets goals within the context of the corporate policy.  Must also motivate, coach, counsel and develop team members within the context of the corporate policies. Ensures that staff has appropriate tools and training.  Assists in planning the budget and then managing to it throughout the year. Build and develop relationships with multiple business units; ensure the procurement strategies support the overall company strategies.  Ensure Human Resources strategies and risk mitigation processes are maintained and executed in the best interests of the company. Present and communicate labor data to all levels of management. Develop training programs for all levels of users and management.
